How to Polish a Black Car

I own and have used a cordless drill for bigger projects. I also use it with a drum sander attachment to shape objects (such as PVC). Dremels and similar high speed rotary tools are known for their precision cutting and shaping.

Are there any other jobs where both the high speed (20-30k RPM) Dremel-type drills and regular (2-2,500 RPM) drills are appropriate? Think of the overlapping area of a Venn diagram.

And, what are the limitations of both?

I want to know if a dremel can make clean/precise cuts through aluminum soda cans and steel soup cans before I buy one. I build stirling engines for fun and tin snips are getting long in the tooth.
